Implementation on the recommendation can only be done after an amendment by the Centre on the Right to Education Act.

The no-detention policy was first introduced by the UPA government on April 1, 2010. The policy was considered key component of the Right to Education Act. The purpose behind the no-detention policy was to provide school education to children between the ages of 6 to 14.
