CBSE All Set to Act More Strictly Towards Schools

Education is a booming industry in the present day. There are 1000s of schools that are functioning in each town and city in India. But despite all these facilities, India is still failing at imparting quality education to the children. It is time to find out the solution to this problem. The reason behind all this is the poor quality of education being imparted in schools, and the corrupt money making practices that these schools adopt. It is indeed very important to keep a check upon these practices. In order to do the same, the Central Board of Secondary Education (CBSE) has yet again come up new measures. CBSE has announced that it shall take the following actions as penalties in case if any school is found guilty of any financial, administrative, or academic irregularity:

(a) Downgrade a school from senior secondary to secondary level,

(b) Lower down the number of sections for each class and

(c) Debar the school from sponsoring students in board exams.

Apart from the above stated, according to the new byelaws, CBSE can even issue written warnings levy fine of up to Rs. 5 Lac; suspend the affiliation of the school; and debar school from applying for affiliation. All these actions may be taken by CBSE whenever it feels that the school is being deeply involved in the malpractices of financial, administrative or academic nature. This is purely at the discretion of the CBSE. Other irregularities that may call for such action from CBSE include: (i) deficiency in affiliation requirements; (ii) not up to the mark performance ; (iii) withdrawal of NOC or affiliation from the State Government; (iv) not sending teachers and principals for training purposes; (v) not relieving the staff for the evaluation of the Board exam answer sheets. The Board is open to addressing complaints against the schools. It may also take suo moto cognizance. In both the cases the school shall be given an opportunity to make a representation of its innocence. Post which CBSE may conduct an enquiry and surprise visit to the school for inspection. Once the verification of facts has been done, CBSE shall accordingly send a show cause notice to the school. The school shall have to send a reply within 30 days of receiving this notice. CBSE shall then scrutinize the reply and take the appropriate action which may be one of the following:

(a) Imposing penalty on the school for being guilty;

(b) Declaring the school innocent.

Indeed such a system of checks and balances is extremely important for smooth functioning of the education system.
