Haryana Has Made Tougher Laws on Cow Slaughtering

The present Haryana Gauvansh Sanrakshan and Gausamvardhan Act of 2015 prohibits the slaughter, trafficking and consumption of meat of cow in the state.
The government of Haryana on Tuesday approved the addition of stricter provisions to a law against the culling of cows of 2015, authorizing the police to seize a vehicle involved in the transport of animals for slaughter and to register the premises used for that purpose, according to a government statement. .
A cabinet meeting under the chairmanship of the chief minister, Manohar Lal Khattar, approved the amendment to the 2015 Law to make it "stricter and more practical," the government statement said. The new bill will be called Draft Bill Haryana Gauvansh Sanrakshan and Gausamvardhan (Amendment), 2019.
The government led by the Bharatiya Janata Party promulgated this law shortly after coming to power in the state in 2015. According to the 2015 law, anyone convicted of culling can be rigorously imprisoned (RI) between three and ten years. People convicted of exporting cows for slaughter can receive three to seven years of RI with a fine, while they can be three to five years of RI and a fine for selling meat.
Sunil Gulati, additional chief secretary, livestock and dairy department of Haryana, confirmed that the amendment approved by the cabinet would make the law more stringent.
The proposed amendment will introduce the word "beef" in Section 16 (1) (a) of the Act to ensure that the perpetrators of the culling of cows do not escape, officials said.
Haryana has about three lakh cows in his 400 gaushalas, along with about 1.5 missing lakhs and 18 lakhs in the houses.
In the 2015 Law, a ban was imposed on the sale of canned beef, which was legal in the government of the previous Congress.
According to the amendment, any police officer who is not below the rank of the sub-inspector or any person authorized by the government, may enter, detain and register any vehicle used or intended for the sale of cows or beef, the release of the government said. "You can seize the cows or the meat together with the vehicle in which the animal or its meat is found and, from then on, take all the necessary measures to ensure the production of the cows or the beef that was seized in a court. "
Whenever a crime punishable under this Act is committed, the person who raises it to the competent authority must make a report on it without delay, says the new amendment. Prior to the confiscation of the vehicle, its owner will be given a "reasonable opportunity to be heard," according to the amendment. Gulati said the amendment will also replace the word "confiscated" with "seizure" in Sections 17 (1) and (2) of the law.
