Quality Council of India Will Perform the School Evaluation Exercise

Imparting quality education is one of the key areas that requires constant monitoring and check mechanism of effective nature. On the same lines, it has been planned to engage the Quality Council of India in the role of a system integrator by the Delhi Commission for Protection of Child Rights (DCPCR) in order to help in the project management of comprehensive school evaluation exercise of all schools in Delhi, on nomination basis.

This shall include all the government, municipal, aided and unaided schools in Delhi. The QCI is one of the quasi-governmental organisations that are situated in the Department of Industrial Policy and Promotion (DIPP). Although the main task that the QCI is supposed to perform is that of certification and accreditation of quality in different sectors such as education and healthcare yet it is contributing a lot in the field of quality promotion across the nation also. The QCI does all of this at the national level and makes sure that good quality is maintained. Earlier Right to Education State Advisory Council meeting was held wherein a decision was reached that the DCPCR will perform a consolidated evaluation of various schools. The basis of this evaluation shall be academic level of students, fulfilment of RTE norms concerning infrastructure, teachers and security measures for students. In order to implement the same the DCPCR had constituted a working group also. The working group consisted of representatives from the Directorate of Education, Government of NCT of Delhi, East Delhi Municipal Corporation, North Delhi Municipal Corporation, South Delhi Municipal Corporation, New Delhi Municipal Council, SCERT/DIETs, Delhi Cantonment Board, private schools and civil society organizations. In almost a time period of three months the working group undertook the task of evaluation and submitted its report. The report outlined about their evaluation framework, process and use-cases. A number of high-level meetings were also undertaken under the chairmanship of Secretary (Education), Director (Education), Director, SCERT and all the three directors of education of the three local bodies. Even feedback of principals and teachers of about hundred schools was documented. Feedback was also undertaken from important civil society organisations that play a very important role in the education system in Delhi. On the other front the Cabinet has also realised the need to revise the pay scales of teachers and of other employees of equivalent cadres and administrative posts in universities and colleges. This has been done upon the recommendations of the Seventh Central Pay Commission under the Directorate of Higher Education on the recommendations of University Grants Commission.
